Eligibility

Eligibility is the new underwriting. StateAdvantage streamlines the process while allowing administrators the flexibility to make adjustments as needed.

• If the state or federal systems can support it, StateAdvantage can be configured to provide automated subsidy eligibility determination and calculation for individuals who may qualify. Connecture’s extensive integration experience enables technical assessment of whether such automation is possible, and in cases where it isn’t, we can streamline offline application analysis. Either way, Connecture reduces costs.
• Business rules can be incorporated into the system to automatically verify eligibility of group members and employees based on state and carrier requirements, which streamlines the process and saves resources.

Enrollment

Individuals, small groups, and employees can enroll – with or without broker or navigator assistance – through the Exchange. The process is that simple and straightforward.

• Individuals can use the Web-based portal to quote, compare, and enroll in the plan that best meets their needs. The system’s educational and support tools assist many customers who would otherwise contact the call center, minimizing customer service costs.
• StateAdvantage simplifies employer and employee benefit shopping and enrollment with minimal associated administrative costs. Buyers can use the Web-based portal to quote, compare, and enroll in the plan that best meets their needs. Enrollees are associated to their group, and the employer contribution is applied to employee costs automatically. If users have any trouble, system support tools connect them to the StateAdvantage support center or a licensed broker.
• StateAdvantage “Smart” Application Technology performs validation on every field to ensure that all required fields are completed with a logical entry in the correct format. Effective date fields, for example, can only be completed with dates in the future. If users select family coverage, they’ll need to input information for a spouse and at least one child. Greater application accuracy minimizes administrative costs.
• Although online applications are most efficient, not all will be submitted electronically. StateAdvantage has a streamlined process for entry of paper applications that enables data capture in an efficient, accurate, and timely manner.
• Health risk assessment information can be gathered up front in a dynamic fashion and integrated with disease and risk management systems to facilitate early intervention.
